A static factory method. This method validates the arguments by ByteArrays.validateBounds(byte[], int, int), which may throw exceptions undocumented here.

Parameters:

rawData - rawData

offset - offset

length - length

Returns:

a new SctpPacket object.

Throws:

IllegalRawDataException - if parsing the raw data fails.

getHeader
