 LICENSE is the GPL version 3 text and names no later-version option. The
 README says the theme is based on keeferrourke/capitaine-cursors, which is
 LGPL-3+ and itself based on KDE's Breeze cursors (LGPL-3+); LGPL-3 work may
 be conveyed under the GPL-3. dist/cursors_scalable is the output of Jin Liu's
 svg-cursor generator over src/svg, as committed upstream.
