scopes - Value of DefaultMetadata.getMetadataScopes().

Invoked (indirectly) by JAXB when adding a new scope code or scope name. This implementation searches for an existing MetadataScope instance with a free slot for the new value before to create a new DefaultMetadataScope instance.
