Get Coverage at Positions

Gets values from an RleList corresponding to positions (width 1 ranges) in a GRanges (or VRanges). The result is a simple atomic vector.

extractCoverageForPositions(cov, pos)

`cov`	An `RleList` like that returned by `coverage`.
`pos`	A `GRanges` consisting only of width-1 ranges.

Atomic vector with one value from cov per position in pos.
