BCPQC registration for HAETAE: Haetae.Mappings.configure(org.bouncycastle.jcajce.provider.config.ConfigurableProvider) populates the provider's KeyFactory, KeyPairGenerator and Signature service tables with the unparameterised "Haetae" form plus per-parameter-set aliases (HAETAE-2 / HAETAE-3 / HAETAE-5) and their OID aliases.
